Shenington  with Alkerton Parish



 MINUTES OF AN ORDINARY MEETING OF SHENINGTON WITH ALKERTON PARISH COUNCIL HELD IN THE VILLAGE HALL, SHENINGTON ON WEDNESDAY, 3RD DECEMBER 2014 AT 7.30PM
PRESENT:  COUNCILLORS:  R. FURNEAUX (CHAIRMAN), D. BRUMMELL, A. COURT (from 7.35pm), J. PHILLIPS, S. PORTER, G. SMITH, DISTRICT COUNCILLOR D. WEBB, COUNTY COUNCILLOR G. REYNOLDS (from 7.40pm) and 1 member of the public
1. Apologies for absence
Apologies were received from Councillor Buchanan (business commitment). 
2. Declarations of Interest
The Chairman declared personal interests in items 6(b)(i) as a member of his family is employed by the School and he is also a school governor, 6(b)(ii) as Treasurer of the Village Hall Trustees. Councillor Brummell declared personal interests in items 6(a)(i) and (ii) as a member of his family is the landowner and item 6(b)(ii) as a Village Hall Trustee.  Councillor Phillips declared a personal interest in item 9(a) as the owner could be considered a family member.
3. Open forum
A resident asked if the barn conversion has been given planning permission.  The Chairman responded that we have not officially been informed.
4. Acceptance of the minutes of the previous meeting (November)
The minutes had been circulated prior to the meeting. It was proposed that they be accepted, seconded and agreed unanimously.  The minutes were signed by the Chairman.  
5. Matters arising from the minutes of the previous meetings:
(a) Defibrillator; update
Councillor Porter reported that he has been unable to find a shade for the light.   The Chairman said that a resident was looking into a cover for the light.
ACTION: Councillor Brummell agreed to ask the resident for an update.
7.35pm Councillor Court joins the meeting.
Councillor Brummell suggested a lower voltage bulb in the light.
ACTION: Councillor Brummell to look into this.
Councillor Porter said that the guttering is leaking onto the box and that this could cause problems.  
ACTION: Councillor Brummell agreed to report this to the Village Hall Trustees.
The Clerk reported that she has asked about suitable dates for training but has not received a response.
ACTION: The Clerk to chase.
It was agreed that the Chairman should arrange for leaflets explaining how to use the defibrillator to be placed on the noticeboards.  He said that there is also a DVD to look at.
ACTION: Councillor Brummell agreed to look at the DVD.  The Chairman to place information on the noticeboards.
7.40pm County Councillor Reynolds joins the meeting.
(b) Mobile library consultation
The Chairman confirmed that he has completed this questionnaire and circulated to councillors for comments.  It was agreed that it could now be submitted.
ACTION: The Chairman to submit the completed questionnaire.
6. Councillors Reports
(a) Outsider Organisations 
(i)  Gliding Club; planning consents update
District Councillor Webb said that this was still with the Planning Department.
(ii)  Karting Club; traffic
The Chairman reported that he has sent an email to the Kart Club.  They have responded that they will discuss at the next committee meeting.  They have also said that they have a speed gun that the Parish Council can borrow if it wishes to.  
(b)   Communication
(i)  School
The Chairman said that a resident has reported to Cherwell District Council a breach of planning conditions.  They believe that the school grounds can be used by residents.  Councillor Brummell confirmed that the school grounds are often used by residents.
(ii)  Village Hall Trustees
No new report.
(iii) NAG update
No new date.
(iv)  Cherwell Parish Liaison Meeting; presentation pack
The Chairman said that there is a possibility that the Local Plan will be adopted in May.  Councillor Smith said that she believed that it would be beneficial if a member of the Planning Department attended a meeting to update us on planning procedure.  District Councillor Webb said that our comments are important.  He also emphasized that our comments are taken into account when an application is referred to committee. 
ACTION: A copy of the planning presentation to be sent to Councillor Smith.  The Clerk to invite a member of the Planning Department to the Annual Parish Meeting 
  (c) Highways
(i)  Traffic Calming; collation of information
ACTION: January agenda item
(ii) Speed Survey; Highways update
The Chairman reported that Highways do send the data to the traffic police but they have not received a response.  District Councillor Webb said that he would mention this at the next NAG.
ACTION: District Councillor Webb to mention at the NAG.
The Chairman said that the County Council does not appear to support villages asking for a 20mph.  He also said that the cost to implement this would be about £2,500.  
ACTION: County Councillor Reynolds said that he would look into this.
(d) Countryside
(i) Planting of daffodils on the Village Green; planting schedule
Councillor Porter said that planting has taken place on the banks by the telephone box and by the trough.
(e) Services 
(i) Alkerton Power cables and street lights; update
Councillor Smith said that they will not discuss Alkerton until Shenington has been finished.  It is still unclear as to what will happen to the street lights.   County Councillor Reynolds said that services do not like sharing poles.  In some instances poles have been removed and residents have had to pay for the restoration of the street light. Councillor Phillips asked if the glare on the lights could be sorted.
(f) Assets 
Councillor Brummell reported that the builder, who repaired the steps to the war memorial, has said that the steps are built on earth so they will move.   Under the circumstances the builder confirmed that he has repaired the steps the best way he can.
(g) Emergency Planning
(i)  Southern Electric Power Distribution; customer and community adviser
ACTION: Councillors Smith and Brummell to liaise and find out exactly what service will be provided
(ii) Event on 26th November; update
Councillor Brummell said that this was very worthwhile.  Some of the ideas mentioned will be incorporated into the emergency plan.

This shows Shenington receiving better Broadband by March 2015.
(c) OALC November members update
The Chairman read out items that he believed might be of interest.  The update was circulated to all councillors.
11. Financial/Adminstration Report
(a) Bank balances
The Clerk confirmed the following balances:
Community Account - £4,691.23
Business Account - £7,212.58
(b) To consider moving the bank accounts
ACTION: January agenda item
12. Second open forum
Councillor Porter said that a resident has reported to him a mast on a listed building.   It was agreed that if residents see structures that they believe are in breach of planning rules then they should contact the District Council for advice.
ACTION: Councillor Porter to make the resident aware of how to report a breach 
It was reported that a resident has asked for a children’s play area.  The Chairman explained that the Parish Council has written to all landowners, with land in the villages, asking them if they would be interested in providing land for a play area and no responses have been received.
13. Passing of any accounts for payment:
The following accounts were proposed by Councillor Court, seconded by Councillor Smith and carried unanimously.
(a) Mrs. C. Hill - Clerk’s fee (November) - £160.85.  
(b) HM Revenue & Customs (PAYE) - £40.00
14. Closure of meeting
Next meeting on 14th January at 7.30pm.
The Chairman closed the meeting at 9.25pm.
